No without the changes I posted in Mantis there is still an issue with umlauts like ä etc.
Within the post and in the title its okay but the rest of the text shows a rectangle instead of "ä"
For example the name "März" in the date.
"Verfasst am: Sa M�rz 07, 2009 1:41 pm"
and within the preview of the post is also an issue:

the issue with the date format string for the month März / march will be also for articles and weblinks which are posted on this month. At the Content Module we will not have this issue, because the date format is different, the month as Number and not as name.

@raven i appologize for not writing clear
i mentioned that we have different handling for the date format
However i fixed it for my german test site as followed:
changed the locale settings from de_DE -> de_DE.UTF8 this fixed for me the issue with the month März/march
if this will be a universal way to rectify all this? i have not the time and resources to answer this but it works for my well.

forgot to say, i changed the entry in the _config or via admin menu - Settings
locale -a
This will list all available locales on the server.
